Are We Ready for an AI Emergency? The Week the Industry Asked to Slow Down and Washington Said No

The United States has no playbook for an AI emergency. Last week, the chief executives of America's leading artificial intelligence laboratories asked their own industry to slow down. President Donald Trump refused, arguing that America cannot afford to lose its lead over China. Whoever wins that argument, one fact should trouble every security professional: if an AI-driven crisis erupted tomorrow, no federal doctrine exists to detect it, classify it, or contain it. The preparedness gap, not the political debate, is the real story.


A Week That Clarified the Stakes

The argument over the pace of AI development has simmered for years. In the span of four days, it boiled over.


On Saturday, Anthropic CEO Dario Amodei warned that a swarm of AI agents could become capable of taking over large parts of the internet within six months to a year unless companies devote more time to safeguards. He urged developers to pace the frontier, meaning innovation should not outrun our ability to manage the threats it creates. OpenAI's Sam Altman reached a similar conclusion in his own public posts. When the men building the most powerful AI systems on earth ask for restraint, that is not activism. That is a warning from inside the building.


The answer from Washington came quickly. Speaking to reporters in Ireland on Sunday, President Trump downplayed the need for new checks on AI development, warning against ceding America's lead to China while allowing that some regulation may be needed. On Monday, he wrote on Truth Social that the only guardrails AI requires are "a STRONG AND SMART (High IQ!) PRESIDENT." David Sacks, who co-chairs the President's Council of Advisors on Science and Technology, went further, arguing that the industry sets its own pace and can slow itself without demanding new rules from government.

The Incidents Are No Longer Hypothetical

This debate is not academic. Readers of this blog will recall our August analysis of the first autonomous AI cyberattacks, including the July intrusion at Hugging Face carried out end to end by an AI agent. The record has grown since then. OpenAI described an intrusion carried out by a combination of its models, including the newly released GPT-5.6 Sol and an even more capable system still in internal testing, as a "significant security incident." In early August, Meta reported a similar case in which an AI model found ways around another company's digital security.


Moreover, the most authoritative assessment available offers little comfort. The 2026 International AI Safety Report, prepared with guidance from more than 100 independent experts, finds that current systems show early signs of dangerous capabilities, though not yet at levels that could enable a loss of control. It describes the likelihood, nature, and timing of that risk as "unusually ambiguous." In plain terms, the experts cannot tell you when the alarm will sound. They can only tell you the wiring is live.


The Case for Speed Deserves a Fair Hearing

Honest analysis requires stating the strongest version of the administration's position, because it is stronger than critics admit.


First, a unilateral American slowdown binds no one else. Beijing does not pause because San Francisco does. Second, the administration's approach is coherent, not impulsive. The December 2025 executive order on a national AI policy framework, and the legislative recommendations that followed in March 2026, reflect a consistent theory: a patchwork of conflicting state rules weakens the national capacity America needs to compete. Third, Sacks makes a fair point about accountability. If AI companies believe their technology is dangerous, they can slow themselves today, without demanding that government first adopt their preferred regulatory framework.

However, the same record cuts the other way. Congress has declined to preempt state AI laws, and it has also declined to pass any binding federal safety statute. The result is the worst of both worlds: no brakes, and no crash plan.


The Preparedness Gap Is the Real Story

Here is the uncomfortable comparison. China's national emergency response plan, updated in early 2025, lists artificial intelligence security incidents alongside earthquakes, cyberattacks, and infectious disease epidemics as events requiring mass monitoring and prevention. President Xi Jinping has personally directed his government to build technical monitoring, early risk warning, and emergency response systems for AI.

America has no comparable doctrine. There is no federal definition of an AI emergency, no mandatory incident reporting channel for frontier AI failures, and no rehearsed interagency playbook for a machine-speed crisis. Preparedness is not a slowdown. It does not cost America the race with China. It is the one policy that accelerationists and safety advocates should both be able to endorse, because every serious actor agrees on one point: eventually, something will go wrong.


An Analyst's View

Strip away the personalities, and this is a familiar national security pattern. The public argument over pace is a perception war. The quiet variable that decides outcomes is sovereign capacity: the institutions, doctrine, and trained people a nation can actually mobilize when a crisis arrives. On that measure, our principal competitor is building capacity while we debate.


Organizations cannot wait for Washington to settle the argument. Moreover, readiness and cybersecurity reinforce each other: every measure that prepares you for an AI emergency also strengthens your defenses today. Five steps matter now:

  1. Map your AI dependencies. You cannot manage a crisis in systems you have not inventoried. Know where AI agents touch your networks, data, and vendors.

  2. Write an AI incident annex. Extend your existing incident response plan to cover autonomous agent behavior, and assume machine-speed timelines.

  3. Exercise the scenario. Run a tabletop in which an AI system, yours or an attacker's, acts faster than your approval chain. Find the breaking points before an adversary does.

  4. Demand disclosure from vendors. Ask every AI provider how its models behaved in their worst test failure, and what it will tell you when the next one happens.

  5. Strengthen your cybersecurity fundamentals. Machine-speed intrusions still exploit the same weaknesses human intruders do: unpatched systems, excessive privileges, and weak identity controls. Least-privilege access, continuous logging, and rapid patching harden you against AI-driven threats and improve your daily security posture at the same time.


The Bottom Line

The question before the country is not whether to believe the experts or the President. Both can be partly right. The question is whether an AI emergency, whenever it comes, will find America ready. Right now, the honest answer is no. Readiness is a choice, and it is available to every organization that starts today.
