From Incubation to Transformation: Why NBTI Must Lead Nigeria's Innovation and AI Future

Nigeria does not lack talent. It lacks a system that turns talent into industry. That was the heart of my message during my recent courtesy visit to Dr. Kazeem Kolawole Raji, Director General and Chief Executive Officer of the National Board for Technology Incubation (NBTI), at the Federal Secretariat in Abuja. The visit was warm and productive, but the conversation carried weight far beyond courtesy. It focused on a single question: how does Nigeria convert innovation into jobs, security, and food on the table?


Three Problems, One Answer

Unemployment, insecurity, and hunger are not three separate crises. They feed each other. A young graduate without work becomes a target for recruitment by criminal networks. A farming community without technology cannot feed a growing population. Insecurity then drives farmers off their land, and hunger deepens. Break the cycle at one point, and pressure eases everywhere else.


Technology incubation is that pressure point. When NBTI helps a young innovator turn a prototype into a registered company, that company hires. When it helps an agritech startup deploy affordable irrigation sensors or crop-monitoring drones for smallholder farmers in Benue or Kaduna, food output rises. When thousands of young Nigerians see a legitimate path from idea to income, the pipeline that feeds banditry and cybercrime begins to dry up. My advice to the Director General was direct: NBTI should not see itself as a government agency that supports innovation. It should see itself as the engine room of national survival.

The Japan Model: A Proven Blueprint

Nigeria does not need to invent a development model. Japan already wrote the manual. After the devastation of the Second World War, Japan had no oil, limited farmland, and a broken economy. What it had was a deliberate national strategy. The government, through its Ministry of International Trade and Industry, identified priority sectors, licensed foreign technology, adapted it locally, and pushed relentless improvement through the philosophy of kaizen. Japanese firms did not start by inventing; they started by learning, copying, improving, and eventually leading. Within three decades, a war-torn nation became the world's second-largest economy.


The lesson for NBTI is practical, not theoretical. First, pick priority sectors where Nigeria has a natural advantage: agriculture, fintech, creative industries, and security technology. Second, acquire and adapt existing technology rather than inventing from scratch. A solar-powered cold storage unit adapted for tomato farmers in Kano does not need to be invented in Nigeria; it needs to be assembled, improved, and scaled in Nigeria. Third, link incubation directly to industry. Every incubated startup should graduate into a supply chain, not into a certificate ceremony.


Nigeria as the Pillar on Which Africa Stands

One in every five or six Africans is Nigerian. When Nigeria rises, the continent rises with it. Nigerian fintech already proves the point: payment platforms built in Lagos now process transactions across Ghana, Kenya, and Egypt. Nollywood exports Nigerian stories to every corner of the continent. Therefore, NBTI's mandate is bigger than Nigeria. An incubation system that works in Abuja becomes a template for Accra, Kigali, and Dar es Salaam. Nigeria should not aim to participate in Africa's technology future. It should aim to anchor it.


The AI Downstream: Nigeria's Real Opportunity

Here is a truth many policymakers miss. Nigeria will not build the next great AI model tomorrow. The billions of dollars and massive computing power required sit in the United States and China. Nevertheless, that is not where most of the money and jobs will live. The real opportunity is downstream: taking existing AI models and building products, services, and industries on top of them.


Think of it like crude oil. The countries that refine, distribute, and sell petroleum products often capture more value than those that only pump crude. In the AI era, the "refineries" are the startups that apply AI to local problems: an AI tool that gives crop advice to farmers in Hausa and Yoruba, a fraud-detection system tuned to Nigerian banking patterns, a diagnostic assistant for rural clinics with no resident doctor.


None of these require inventing new models. All of them require skilled people, supportive policy, and incubation. That is NBTI's lane, and the agency should occupy it aggressively: AI application hubs in every geopolitical zone, AI literacy embedded in every incubation program, and a national challenge fund that rewards startups solving Nigerian problems with AI.

Working with China's Democratization of AI

China is doing something strategically important for the developing world: it is releasing powerful AI models as open source, free for anyone to download, modify, and build upon. For a country like Nigeria, this changes the economics of AI entirely. A startup in Ibadan can now build on a world-class model without paying licensing fees it cannot afford. My counsel to NBTI is to engage this opening deliberately. Structured collaboration with Chinese institutions on training, technology transfer, and joint incubation programs can accelerate Nigeria's AI capability by years. However, collaboration must be governed by Nigerian interests: local data must remain under Nigerian control, partnerships must transfer skills rather than create dependency, and Nigeria should engage all partners, East and West, from a position of sovereign choice. Smart nations do not pick sides; they pick advantages.


Recommendations

My submission to the Director General rests on five pillars. First, designate AI applications and agritech as flagship incubation tracks with dedicated funding and measurable job targets. Second, establish a Japan-style technology acquisition and adaptation office within NBTI to license, localize, and scale proven technologies. Third, negotiate structured AI capacity partnerships with Chinese and other international institutions, anchored on skills transfer and data sovereignty. Fourth, connect every incubation center to a security-and-stability metric: track how many jobs each center creates in high-risk regions, because every job created is a recruit denied to criminal networks. Fifth, position NBTI as the continental reference point by publishing its incubation playbook for adoption across Africa.


The Engine Room of National Survival

Nations are not saved by speeches. They are saved by systems that turn young people's ideas into enterprises, enterprises into jobs, and jobs into stability. Japan proved it after the war. China is proving it through open technology. Nigeria's moment is now, and NBTI sits at the exact junction where policy meets possibility. If the agency embraces this mandate with urgency, Nigeria will not merely survive the AI era. It will refine it, sell it, and lead Africa through it. The pillar on which Africa stands must first stand firm itself. That work begins in the incubation centers, and it begins today.
