A Crucial Panel Discussion


At 3:00 AM CT / 9:00 AM Nigerian time, I joined Channels Television via Zoom for a critical panel discussion on the theme: “Halting Boko Haram / Islamic State’s West Africa Province Propaganda in Cyberspace.” This topic is vital as we navigate the complexities of modern terrorism and technology.


During this event, I had the privilege to share the virtual stage with two esteemed experts—one from Nigeria and the other from Germany. Together, we examined the emerging threat posed by cyber-enabled terrorism. The insights shared during this discussion are essential for understanding how digital platforms can both harm and help our fight against extremism.


The Evolving Threat of Cyber-Enabled Terrorism


My contribution focused on the alarming ways in which terrorist groups like Boko Haram and ISWAP have weaponized social media, especially TikTok. These platforms are used to radicalize youth, disseminate violent ideologies, and psychologically destabilize communities. The reach and impact of these platforms can no longer be underestimated.


Key Insights from the Panel


Drawing from my doctoral research and years of practice in cyber intelligence, I emphasized several key points:


  • Digital Migration of Terrorism: The landscape of terrorism has moved to the digital battlefield. In the 21st century, livestreams, hashtags, and viral propaganda can be as dangerous as traditional explosives.

  • Understanding Cyberterrorism: According to the FBI and DHS, cyberterrorism involves using computer systems to instill fear and coerce populations. This strategy is now being embraced by extremist groups operating in Nigeria and beyond.


  • War of Ideas: The fight against terrorism is not just physical; it is also ideological. I reiterated that the war of ideas must be fought with the same urgency as the war on the ground. It is crucial for Nigeria to develop strategic counter-narratives and disrupt the extremist media cycle.


Strengthening Our Response


To combat this threat, Nigeria must train digital intelligence units capable of responding swiftly and effectively. We need to equip these teams with the tools necessary to navigate the complex digital environment. This is not just a challenge for the government; civil society and tech companies must also play their parts.


A Collaborative Effort


We concluded our discussion by affirming that stopping terrorist violence requires more than just bullets. It necessitates bold policy changes, cross-border coordination, and a collective digital courage.


Terrorists are shaping narratives. It is time we shape the counter-narratives.


In this age of information, we must ensure that the voices of peace and unity are as amplified as those of hate. By working together, we can leverage technology to promote safety and resilience in our communities.

As we reflect on these topics, it is essential to recognize the dual role of technology. While it can be a tool for terrorism, it can also be a powerful ally in the fight against it.
